François Lichère
François Lichère is Professor of public law at the University of Jean Moulin Lyon 3. After obtaining a Bachelor of Laws at the University of Montpellier and a diploma from Aix-en-Provence's Institute of Political Studies, he obtained a Master Degree in Public Law in 1993 and a PhD at the University of Montpellier in 1998 in French public contract law. He was appointed senior lecturer in law in 1999 and professor of law in 2000 thanks to the Agrégation de droit, nominated at the University of Metz. He moved to the universities of Montpellier in 2002, Aix en Provence in 2008 and Lyon in 2017. He obtained a research grant in 2004 and studied in Cambridge (UK) the influence of EU law on English law in the areas of public contracts law and competition law.
He currently teaches public contracts law and economy & public law at Bachelor and Master levels in Lyon.
He has published numerous books and articles, in French and in English, mainly concerning public contracts law and economy & public law.
He co-authored a book entitled "Administrative contracts law" in French (10th edition in 2017 to 13th edition in 2024). He is also co-editor of the book "Enforcement of EU public procurement rules" (Djof publishing, 2011) in English, and co-editor of "Public Procurement Law: Damages as an effective remedy" (Hart Publishing, 2011). He published numerous articles in French and English dealing notably with public procurement and PPPs.
He has also been consultant to law firms, public authorities and firms since 1998. He is member of several dispute boards of the Société des Grands Projets (ex Société du Grand Paris)
He is also Director of the Chair of public contracts law which he created in 2020 and which does empirical research with post doctorate researchers through interviews and online surveys. The Chair is co funded by contracting authorities or entities and by firms.
Since 2025, he is one of the 10 members of the Stakeholders expert group on public procurement of the European Commission selected in his personal capacity (independent expert).
