Andreja Neral Lamza

Andreja Neral Lamza has over 25 years of experience in project management, with a strong focus on IFI- and EU-funded major infrastructure projects. Before joining the European Investment Bank, she led the preparation, financing, and oversight of construction projects in the environmental protection and energy efficiency sectors, gaining first-hand experience of procurement from the perspective of project promoters.

This combination of operational, borrower-side, and institutional experience has given her a comprehensive understanding of EU and IFI procurement processes, as well as the practical challenges of translating policy objectives into sound procurement decisions.

Since joining the European Investment Bank in Luxembourg in 2015 as a Senior Procurement Specialist, Andreja has played an active role in shaping the EIB’s approach to value for money in procurement, including the introduction of strategic procurement practices in EIB-financed operations outside the European Union. She has contributed to the implementation of a risk-based procurement monitoring approach, works on high-risk contracts, coordinates cooperation with the European Commission, and fosters engagement with the private sector on sustainable procurement. She was also a member of the MDB’s working group that produced the Value for Money in Procurement Framework, contributing to the wider international dialogue on how procurement can deliver quality, sustainability, resilience, and long-term value.
