Hiba Tahboub has been serving as Director and Chief Procurement Officer in the Operations Policy and Country Services (OPCS) Vice Presidency at the World Bank since September 2024. In this role, she is redefining how procurement drives impact – strengthening implementation of the World Bank’s Procurement Framework, advancing innovation, and fostering alignment across Multilateral Development Banks. A champion of simplification and efficiency, Hiba brings strategic oversight to World Bank operational procurement worldwide, ensuring it delivers greater value in support of the World Bank’s priorities.
A Palestinian national, Hiba joined the World Bank in 1996 and has built a distinguished career at the intersection of operations, policy, and reform. With academic foundations in Urban and Regional Planning and Water Resources Engineering, she began as a Projects Officer in the Middle East and North Africa region and steadily rose through leadership roles across East Asia and the Pacific, Africa, and Europe and Central Asia. She has served as Practice Manager in the Governance Global Practice and multiple other regions, shaping procurement strategy at a global scale.
Committed to staying at the forefront of innovation, Hiba recently completed the AI Leadership program at the MIT Sloan School of Management, bringing cutting-edge insights to the future of development procurement.
