Michael Burnett (UK) is a public sector audit expert whose roles include running procurement audit events at the European Court of Auditors since 2012, membership of OECD’s Auditors Alliance and audit scrutiny as a former Chair of a London Borough Council’s Audit Panel and five years as a non-executive Director of a London arts centre.
He has been a member of OECD’s Infrastructure/PPP Senior Officials Group since 2012, was for six years a member of the European Commission Stakeholder Expert Group on Public Procurement, has nearly 30 years experience of public sector management issues working in/with EU institutions, national and sub-national government and has been a candidate for election to the UK Parliament and European Parliament.
He has been a member of the European Procurement and PPP Law Review’s Editorial Board since 2007, publishing widely on public procurement issues. He is the author of “PPP – A decision maker’s guide” (EIPA, 2007) and (with Martin Oder) “Competitive Dialogue and Negotiated Procedures – A practical guide” EIPA 2010, 2nd edition, 2015).
His most recent book is “Public Sector Procurement Audit – A Practical Guide” (with Peter Braun) was published by EIPA in 2020.
