Gonzalo Ruiz Diaz is an economist with 24 years of experience in public management, regulation of telecommunications, PPP projects, transport utilities and competition policies. 
Professor at Pontifical Catholic University of Peru and Director at the Master of Regulation of Public Services. He was Chairman of the Peruvian Telecommunications Regulator (2012-2027), Vice Minister of Communications (2008-2009), Technical Secretary of the Telecommunications Investment Fund 
(FITEL), member of the Committee for the Promotion of Investment in Roads, Airports and Railways of PROINVERSION (2009-2014). He has also been President of the Consumer Protection Commission, Director of the School of Competition and Intellectual Property, Manager of Economic Studies at 
INDECOPI (Peruvian competition agency) and Regulation Manager of OSITRAN (Peruvian regulator of transport infrastructure).
