Lamia Moubayed Bissat

Lamia Moubayed Bissat is the President of the “Institut des Finances Basil Fuleihan” at the Ministry of Finance . She teaches public management at the Saint Joseph University in Beirut and Gender and Governance at the American University of Beirut. Ms. Moubayed is also Vice Chair of the United Nations Committee of Experts on Public Administration (CEPA), a subsidiary body of UN-ECOSOC delivering policy advice and programmatic guidance on issues related to the implementation of the Agenda2030.
Her 20 years multidisciplinary experience in Lebanon and the MENA region is focused on sustainable development and quality of government with emphasis on public sector reform, budget transparency and public procurement. She led starting 2018 the reform of public procurement in Lebanon including a MAPS assessment and the promulgation of a modern law.
Ms. Moubayed holds an M.Sc. degree from the American University of Beirut and Professional Certificates in Strategic Policy Planning and in Strategic Management from the UK. She previously worked in private consulting and with UN agencies.
